First of all, 50 States is just too much. Instead of cloning new superheroes and such I'd just go with existing superhero teams and assign them to regions
Region 1 (Avengers)
States: New York, Pennsylvania, New Jersey, Maryland, Delaware, Washington D.C.
Base of Operations: New York City, New York
Heroes: Captain America, Iron Man, Thor, Hank Pym, Wasp, Hulk, Daredevil, Spider-Man, Falcon, Black Widow, Ms. Marvel, Wonder Man
Leadership: Captain America/Iron Man
- The New York City Region experiences the most crime and requires more of a superhero "army" to fight it. Along with defending the nation's largest city and one of its busiest ports, the Avengers are also responsible for defending the nation's capital along with the X-Men. The Avengers are the premier superhero team and are called upon throughout the United States if the situation calls for it. The Avengers are also responsible for mentoring the Young Avengers (Patriot, Wiccan, Hulkling, a new Iron Lad, Kate Bishop, Stature, Spider-Girl, Vision, and Speed)
Region 2 (Fantastic Four)
States: Massachusetts, Conneticut, Vermont, New Hampshire, Rhode Island, Maine
Base of Operations: Boston, Masachusetts
Heroes: Mister Fantastic, Invisable Woman, Human Torch, The Thing
Leadership: Mister Fantastic
- Along with protecting the New England Region, the Fantastic Four are called upon throughout the United States in unusual "scientific" threats.
Region 3 (The X-Men)
States: Virginia, West Virginia, Kentucky, Tennesee, North Carolina, South Carolina, Washington D.C.
Base of Operations: Hampton Roads, Virginia
Heroes: Cyclops, Phoenix, Iceman, Beast, Angel, Wolverine, Shadowcat, Colossus, White Queen, Rogue, Gambit, Bishop, Psylocke, Nightcrawler, Polaris, Havok
Leadership: Professor X/Cyclops
- This may seem to be a little extreme to have so many heroes in the Virginia Region, but it is one of the most vital regions in the United States. The Virginia Region contains the Hampton Roads area which is one of the nation's biggest ports; Norfolk, the base of the Atlantic Fleet for the United States Navy; and Washington D.C. the nation's capital, whose jurisdiction is shared with the Avengers. Along with defending the Virginia Region, the X-Men are responsible for dealing with threats to mutants and mutant threats throughout the United States. The X-Men are also responsible for mentoring the New X-Men (Hellion, X-23, Surge, Dust, Mercury, Rockslide, Elixir, Blindfold, Hisako Ichiki, Anole)
Region 4 (Great Lakes Champions)
States: Ohio, Indiana, Wisconsin, Missouri, Kansas, Nebraska, Iowa, Minesota, North Dakota, South Dakota, Montana, Wyoming
Base of Operations: Milwaukee, Wisconsin
Heroes: Mr. Immortal, Big Bertha, Flatman, Doorman, Squirrel Girl
Leadership: Mr. Immortal
- The Great Lakes Champions are dedicated to protecting the Great Lakes Region. Unfortunately for them, they are the undeserving laughing stock of the country. Everyone thinks that they are lame because not only do they contain members like Flatman and Squirrel Girl, but they also protect the Midwest, where nothing happens anyways.
Region 5 (Thunderbolts)
States: Illinois, Michigan
Base of Operations: Chicago, Illinois and Detroit, Michigan
Heroes: Hawkeye, Songbird, Moonstone, Penance, Scarlet Witch, Quicksilver, Radioactive Man, MACH IV, Atlas, Swordsman, Deadpool
Leadership: Hawkeye
- Operating in the crime plagued cities of Chicago and Detroit, the Thunderbolts fight those who they used to be a part of. Being former villains, the Thunderbolts are not well liked by the American public. But instead of trying to earn the public's trust, the Thunderbolts see their mission as one of redemption, except for Deadpool who really doesn't give a damn about redemption.
Region 6 (Defenders)
States: Texas, Louisiana, Oklahoma, Arkansas, Alabama, Mississippi, Georgia, Florida
Base of Operatoins: New Orleans, Louisiana and Atlanta, Georgia
Heroes: Dr. Strange, Clea, Moon Knight, Black Knight, Nighthawk, Gargoyle, Ghost Rider
Leadership: Dr. Strange
- Along with defending the Southern Region, the Defenders also deal with magical threats throughout the United States
Region 7 (Force Works)
States: Washington, Oregon, Idaho
Base of Operations: Seattle, Washington
Heroes: War Machine, Cybermancer, USAgent, Beta Ray Bill, She-Hulk, Spider-Woman, Deathlok, Doc Sampson
Leadership: War Machine
- Force Works defend the Cascadia Region along with dealing in technological issues throughout the United States.
Region 8 (Heroes for Hire)
States: California, Nevada, Utah, Arizona, New Mexico, Colorado
Base of Operations: Los Angeles, California and Denver, Colorado
Heroes: Power Man, Iron Fist, Colleen Wing, Misty Knight, Ant-Man, Black Cat, Shang-Chi, White Tiger
Leadership: Power Man
- The Heroes for Hire is a psuedo-mercenary superhero group that defends the Western Region. Along with working for the government, the Heroes for Hire will also work for private groups throughout the United States.
Multi-Region (S.H.I.E.L.D.)
States: All states
Base of Operations: mobile, S.H.I.E.L.D. helicarrier
Heroes: Nick Fury, Agent 13, Jessica Drew, Black Widow, Multiple Man, USAgent, Wolverine, Hawkeye, Ant-Man
Leadership: Nick Fury
- S.H.I.E.L.D. is reorganized as an American agency after years of American domination and the United Nations handing full control of the organization to the United States. S.H.I.E.L.D. replaced the C.I.A and Department of Defense as the United States' espionage agency. S.H.I.E.L.D. also developed a superhero team consisting of heroes from within the agency and heroes from other teams to deal with threats all over the United States. They are the only superhero team that was not assigned a region.
