actually no episodes so far for this season have been stated to take place on certain holiday but you can say it is halloween episode if u want even though in smallville's time period the episode is likely taking place in july/aug period since it was a may to june ish from finale to premiere.

I loved Clark in that teaser. Whatever they've done to Tom this season, the dude looks a lot older and more mature than he's been before. They've clearly let the character grow this year.
