They are. I've gotten the Bane one twice, I think, and the Croc once. It randomly selects the ending, it seems, so your chance of getting any is equal, regardless of whether you've gotten it before.

After the credits, when the Batwing flys over the water back to Gotham, a box of Titan is floating in the water. A hand reaches up to grab it. The hand can be Bane's, Scarecrow's, or Croc's.

Two-Face being mentioned is part of the end cutscene before the credits.

On my 2nd playthrough, after I tossed Joker down a large shaft...the credits passed than Skeletor popped out of the water and said: I'LL BE BACK.
