There's a fine YouTube video that lists all of the villains pictured; it's "Arkham Origins Villains Leaked" or some variation of it.
Conroy is being replaced with the wholly capable Roger Craig Smith, known for voicing Ezio in Assassin's Creed II and Sonic the Hedgehog in all of the blue blur's recent outings. While we're going to withhold final judgment on the job until the game is in our hands, we weren't in love with what we heard. He sounds similar to Conroy, and it's obvious he's going for that same tone, but he doesn't quite pull it off. He lacks the conviction; the confidence. Maybe this will play to the game's advantage--it does take place only two years after Bruce Wayne decided to don the cowl, and a little inexperience in his voice could sell that--but within the context we were shown, Smith sounds like someone trying to do a Conroy impression, and it ends up being kind of awkward.
An opinion on Roger Craig Smith...
I think it could be deliberate, as the opinion said, lending to the inexperienced tone of Batman. I'm not too concerned. I think if they made the decision to replace Conroy, they knew what they wanted with the new voice.
Happy to hear Baker sounds good as the Joker, he's an impressive voice actor.

Batman and Joker are two sides of the same crazy coin, according to some comics in the Dark Knights 74-year history. The thinking goes that you have to be insane to do what each character does and that their unique relationship binds them in a symbiotic way. So it makes a weird bit of sense that the same guy is going to be playing both characters, albeit in a different medium.
Troy Bakerthe voice actor whos probably best known for being Vincent in Catherine and Booker DeWitt in BioShock Infiniteisnt just doing the voice of the Joker in the Batman: Arkham Origins video game. Hell also be doing the voice of Batman in LEGO Batman: The Movie DC Super Heroes Unite, the upcoming movie that parallels last years Bruce Wayne + everybody else video game. Theres no footage yet of Bakers portrayal of the Joker but you can listen to how he voices Batman in these LEGO Batman clips
Bakers no stranger to playing other Bat-universe characters, either. Not only did he play Two-Face in Batman: Arkham City, but he also played Robin in that games Harley Quinn's Revenge DLC, too. Hell, Baker played Batman, Two-Face, Sinestro, Brainiac and Hawkman in Lego Batman 2! Pretty soon, therell be a Batman game where Baker plays all the characters by his damn self. Those are going to be some crazy recording sessions. Crazy, I tell you.

No i dont think thats it. The "youth" and "inexperience" has nothing to do with it. Its just like Conroy said, too many actors try to replicate what he does rather then developing a voice for themselves. More than likely, thats whats going on here. RCS is trying to do his best Conroy impression.

No. He's in the other Arkham game. It's a shame to hear about the new guy but ill hold reservations for when I hear. They may have just been a big Conroy fan boy thus they judged him unfairly. Speaking of Conroy's voice, I don't know if he can keep going at it for much longer. Don't get me wrong because I love the guy's work, but you can tell hear it in his voice that he is getting older. It's not as noticeable when you only pay attention to whatever project he is doing at the moment but when you go back and pay attention to his voice in stuff like the DCAU & the pre-Arkham games and then you immediately go and listen to his voice in projects like Arkham City and Injustice, it becomes a lot more noticeable.
