I'm talking about using it in the movie, not in the trailer. If you're in the theater, chances are you won't need to be sold on the lineup.
First of all, it was to show that everyone has a boss and Fury is not just acting of his own accord. Second, you'll get your wish because it's clear the Council will be much more than that in this film.I kind of agree/kind of disagree here. They would seem a lot less boring if they were fleshed out a bit. But, at the same time, in The Avengers, I personally don't think they were necessary beyond being an explanation that Nick Fury and SHIELD had some sort of international approval. All we needed was that initial quick scene or a throwaway line, just so we as the audience found Nick Fury and SHIELD to be plausible.
It's possible WS will do something better with them, and perhaps, as we get to know more about SHIELD we will need some more info about it's inner workings, but going off of what I saw in Avengers, I'm concerned. I don't want to watch a movie about dull bureaucrats giving Nick Fury red tape issues. I have SG-1 reruns for that.

several of the Marvel choices were surprising or under-the-radar when first announced but when you thought about them, they made a lot of sense. with this i'm just like, "so, the guys who directed a bunch of Community episodes, huh?" far be it from me to let their past dictate their future or whatever, i'm just saying, their resume to date is almost entirely TV comedy. and i love Community, for instance...but still, weird choice that i still don't know what to make of it.

I'm probably wrong in assuming that you guys are aware of the fact that Captain America fought in WWII because he was born in 1918 and thus was of age to serve during that war. They made a movie about Cap's wartime exploits that you should watch. It's called Captain America: The First Avenger.
