Melissa Benoist is a better actor than him and she's always excited about everything about the show, and it always comes across.
Well, I mean...he's an actor. He doesn't have to be really, really excited to be a part of the show to be a part of the show.

Welling is an actor. His enthusiasm (or lack thereof) wouldn't influence how he comes across on screen unless he let it, which would be an entirely different problem.

he was in "OK" shape back in Smallville but bot nearly as heroic as modern TV/Film superheroes...

I just find a new actor much more appealing from a creative standpoint. The idea of Welling returning for me would be underwelling and would seem like fan service for those who always wanted to see him play Superman a decade ago.
I find a new actor, assuming they fit the role well, with a clean slate, who you could potentially move forward with for several years in potential new DCTVU projects, much more exciting and appealing.
But, it depends on if they find a new actor who really knocks it out of the park the way Benoist has.
