Disney likely won't have any say in the matter and they probably won't for over 12 months.
Why is that bit of detail ignored?
This is correct for Gambit specifically. The film is far enough along that it probably gets done (although I'm hesitant to say with all certainty given how often this film has been pushed back in the past). Anything that starts production in 2018 likely comes out because of how long it will take to get approval. 2019 will probably be the last year for the Fox X-Men Universe though. By that point the deal will have gone through and although it might take a couple of years to fully integrate Fox into Disney, they will almost certainly move the Marvel slate right away aside from those finished/near-finished films.
There is a very good chance that Gambit ends up being the last Fox film. I certainly wouldn't count on X-23, New Mutants 2, Multiple Man, etc. unless they can get rolling this next year.
