I'm not sure about Cage - he seemed old and a bit wooden - so I think it needs more than a change of director and a change of tone.
They need to forget making this a family movie or a kiddie movie. It needs to be edgy, mysterious...
I think this is a case for forgetting the feel of the comicbooks - the combo of Western, superhero and horror is too much to try to bring to a movie as they're three different genres. Pick one genre and go with it. I'd argue that horror is the main genre.
Ghost Rider can still have a sexy leatherbiker image, it can still have great visuals/FX, but it needs to focus on a more demonic, darker story told in a moodier, darker style.
But, after the first movie didn't create a positive buzz, a second movie is going to struggle to get people to see past the first effort.
