i don't think he could've killed the cops at the hospital, cuz he was tied up until the joker let him out. and we see the joker shoot one, so i assumed he killed the other one too.

He didn't kill the cops at the hospital, but the GCPD doesn't know that and could easily assume that the deaths were related to Harveys escape.

We the audience does know the truth of the incident, however Gordon and the rest of the police force don't have an omnipotent presence like us.

I just bought a comic which has, apparently, the best Two-Face stories.
It only shows just how poorly writers have portrayed him. He's so weak when portrayed as a simple criminal. But there is a story in the collection that is really special. I believe it's called Schismed Faces and it really nails the Dent character.
Basically it revolves around his "ghost cases" and how Two-Face wants to settle them. It emerges that prior to his transformation Dent wanted to proscecute a variety of people on mere suspicion alone, there was no proof of wrongdoing but he just had a hunch.
I love that approach and, honestly, would love to see a short Two-Face series detailing these ghost cases. Where the homicidal nutjob tries to do what the firebrand DA couldn't do.
Seriously, read that story, you might like it.

Are you talking about the Batman V.S. Two-Face collection? I considered buying that once.

That's the one. It's fairly decent but the few high points only serve to highlight just how badly the character is foten handled.

My favorite story in the Batman vs Two-Face book was Two of a Kind, the one when Harvey gets his face healed and gets engaged to the doctor, but her twin comes and wrecks everything, falling in love with the Two-face side.
