Bruce needs other members to compensate for Superman's absence.
Ehhh. . . this is going a road too far. The idea that you need an entire team to make up for the absence of one hero? Well, it can work, but not with a JLA that at least pretends to be Big Seven style. If your replacing his power, then you don't need three extra new members to do it. If your replacing his leadership and inspiration. . . well, you *also* don't need three new members, because Superman wasn't bring any of that.
Also, the person most able to lead and inspire is Wonder Woman, whose already a member.Forming the JLA really should be about taking on challenges *none* of them could handle on their own. It should be the kind of thing that would have been in the works just as much if Superman lived.
