I don't think he will wear a mask trying to trick everyone, but he will most likely become Goblin in TASM3.

Well I was just thinking about how Marc Webb tends to operate and I feel like he greatly respects the traditional source material, but wants to have a tangible reason for everything in his universe. Which is just fine in a way...

But it got me thinking about Green Goblin's traditional costume and why he wears the mask that he wears. Mostly its because he is insane. And all of us are okay with that concept. But apparently, unfortunately Hollywood is not okay with that reasoning.

So why else might Norman wear a "Goblin" mask? Maybe because a mutated Goblin has already existed? in his son. And by the time the serum is perfected and cures/powers up Norman, it no longer makes him a hideous green goblin monster, but he still wants to use that persona for whatever reason.

I think it'd be an interesting way to do it. A great play on the father/son Goblin ambiguity and also touches on both goblin mutation and goblin costume. That's the plot I'm banking on for the next two films.

Chances are, Norman is going to mutate as well. Though you never know, he might just be a guy in a costume, but I doubt it. Kinda have to see how the movie plays out.
