It's a design, and stylistic choice IMO. Every costume he's worn in the films has had sleeves. Thor movies had him usually have sleeves as well basing it on that updated look he had from the comics.

This. I've also come to find out that Hugh Jackman has developed a skin condition (Basal Cell Carcinoma to be precise), so that might be why they covered his sleeves as well.
