Its looking like more than 15 minutes to me. He seems to be in a lot of scenes.
If Will Smith never mentioned having a scene with Leto I'd really believe the Joker is just a way of explaining Harley origin and giving us a tease for the next movie.
Its too bad we'll only see about 15 mins of this Joker in the movie. We might only get to see the surface and not what makes him tick.
Nolan's Joker was so fleshed out that the full 33 mins mattered in The Dark Knight.
Hopefully in The Batman Ben and whoever the writers are can explore the mythology and psychology of this Joker more.
I hope you're right. However, I wouldn't be surprised is some of the shots were from a montage.

There's also this one with the purple tie.The list of costumes, spotted in released materials:
-White club suit (Batman chase and the club);
-Golden suit with a black shirt ("I can't wait to show you my toys!");
-Golden suit with a white shirt and golden chains (hitting a car's window with his head);
-Arkham sweat pants, shirtless or with a straitjacket (Arkham asylum);
-Crocodile skin coat (waving finger shot, promo materials);
-Black tuxedo with a bow tie and a flower (AK-74 shot);
-Waistcoat and a white shirt (knives shot);
-Silver jacket with a red shirt (motorcycle chase and Ace Chemicals).
I thought Will Smith said he did have a scene with Leto, only he never met 'Jared Leto' only the Joker because Leto stayed in character on set?
Isn't it the tie, that hangs on the stunt double? I can be wrong, but check this one:
