There were more of those elements originally. You can tell by just looking at the trailers. But I bet Sony edited them out because of the length of the movie. It was already one of the longest Spider-Man movies (behind only SM3.). Plus, Marc Webb is a director who focuses more on character development and interaction, so it probably was mainly "talking scenes" they cut out, so the movie could get to the action faster.
At the end of the day, it's his name on the movie. Raimi could have made a better SM3 no doubt. Webb could have made a better movie as well. Though I do think Sony screwed over both (I warned of this long ago. A newb like Webb was hired as a yes man to be walked over. But no, some people knew Raimi alone ruined SM3). Webb should have fought harder or who knows...he may have allowed those piss poor edits.
