It only wears off when you're in the physical presence of Leech...I always took it as the serum was a combination of his brain fluids + some other chemicals to thus make the cure permanant.

See, that's what geneticists are for. It CAN be done.
But has it? Leech is a teenager, therefore he hasn't had his powers for more than a few years. Which means that they've been working on this cure for a year, maybe two tops, which means that there was likely a very short clinical trial, and the long term effects were NEVER measured.

I think the cure may be permanent for most mutants. It's just that Magneto is an extremely powerful mutant. So the dosage that was injected into him might not have been enough to neutralized his powers completely.
