I wouldn't say it's that Connors needs development, because even the worst writing can set up a touching family bond and mentorship. The problem I have is that beyond action scenes, he doesn't bring anything interesting to the table. Spider-Man fighting, trapping, and curing the Lizard is very much a Saturday morning story.

Meh, I like him as an actor fine, but I saw him in "Happiness" just before seeing SM2, so I couldn't get his character out of my head...Lizard is a good choice, it just sucks that the excellent Dylan Baker was wasted.

No, I think you missed the bigger picture here. My point is that a story like the Lizard's is only good for television. Compare 'Doctor Octopus is creating a fusion reaction that could destroy the whole city' to 'Curt Connors has turned into a lizard, and his family will be broken apart.' Heavy versus small stakes, but those small stakes don't matter on television because it's just another episode. I enjoy those episodes, but it doesn't make for good movie material. There can only be so many movies in so long a time.
Maybe Proto-Goblin won't come in until early in the sequel. It could be that Oscorp Industries is Dr. Connors' financial backer for the lizard formula, and Van Atter is assigned to oversee the project and ensure that time and money isn't being wasted. Toward the end of the film, after the Lizard has been cured, Peter and Connors destroy the formula. However, Van Atter anticipated this, and he slinks away with a sample of the formula he had hidden away.
This leads to the opening fight in the second, in which Van Atter reappears as the beefed up Proto-Goblin on a rampage. Spider-Man stops him, and we see Norman doing the cliche villain thing, watching it all unfold on the news. 'Yaddayadda failure, yadda do everything yourself,' hence, Green Goblin.
