If that's the case, it would be the biggest twist in the show's history as it would mean everything that we know of the characters to this point is a total misdirect.
The two characters are the epitome of the game of thrones. They are politically driven creatures, doing whatever is necessary to further their own standing, political agenda, consolidation of power, etc. Even Varys, who gets a pass by the fandom because he is working for the "good guys" is guilty of this. They've basically plunged Westeros into a state of war and chaos to further their agenda. If Varys's destination is similar to that in the books he is going to [blackout]kill Pycelle and Kevan Lannister because their efforts are actually stabilizing the realm and he wants it in a state of perpetual chaos to make it easier for the Targaryens[/blackout]. These wars and minor political struggles are the reason that the realm is in no way equipped to take on the White Walkers, and at the end of the day, the blame for that falls almost exclusively at the feet of Littlefinger and Varys.
If it is revealed that they are really doing it to defend the realm, it would definitely require some logic jujitsu to explain a lot of their moves. In addition, it would kind of undercut Martin's entire message of the book series (those with power engage in their petty struggles to preserve their power, often at the expense of those that they are supposed to serve and lead).
