They gave Natasha a big role because her fandom felt entitled to a Black Widow movie and Natasha is a pragmatic spy like Sharon. You can't really slip anyone else into Sam's role.

Exactly, they didn't miss it, because she had a VERY small role. And Sam's role basically was just friend, Sharon could take it too. Anyway, I don't see a point to continue this discussion, because you and I, yes, we both will never now. But for me it's saying, that in CW they AGAIN gave her supposedly big role (many were so convinced, that in Cap3 EVC will definitely get female lead) to BW, and it seems like she AGAIN have rather small role. They already had RDJ and Avengers, why would they need big role for BW AGAIN?
They needed someone in the goverment with good motivation to be loyal to Steve, so yeah, they brought her back, but didn't give her difficult or important role to play.

Well, that was more than a year ago, I didn't write it down, but I remember extra saying, that she couldn't do right the simple scene, needed very great amount of takes and whispered her way through perfomance.

Exactly. You DO understand, that they already have a rough cut of the movie? Some people (James Gunn confirmed it) have already seen it. And yet, so far they showed very little interest in her. That means, that her role didn't impress them. Do you expect them to suddenly begin to like her in the middle of post-production?
Likewise with you and your Sharon/Staron irrational hate excuses. Hey man, blame the comics. Sharon was introduced first in the comics then Peggy was written in later to serve as Sharon's backstory/background. At least in the MCU Steggy only shared one kiss. And it's not gross because Cap is not related to Sharon and Sharon is not related to Cap.
Again: MCU has gone very far from the comics long time ago, so I can't blame them. I can blame only MCU for such lazy approach with Steve's love life after defrosting. And love is not measured in the quantity of kisses. It's about feelings, and Steve and Peggy actually have a romance of a great scale in the MCU.
For you Stucky shippers Joe said that Cap/TWS are brothers and not lovers, but the audience can interpret their relationship anyway they want.

Anyway, AGAIN, love is not about sex. They are not romantically involved, and so what? Love is about love and Bucky will always be Steve's "before anyone else". From the Evans' interview in Chinese Modern Weekly:
Who do you think Captain America loves most. Carter, Black Widow or Bucky?
Chris: Bucky, I guess. Cap sure loves everyone. But among all the people, Bucky is the only friend who chained his life together.

Thats a big piece in terms of him kind of finding his own purpose in what hes fighting for and how that friendship can come back to life. Not just them as soldiers, but them as friends.
Steve's words from TWS:

And this will always be the reason. If Bucky were a woman, this would be the greatest love story of the MCU. It IS a love story, just not about romantic love. MCU's Sharon obviously will never be the most important person in Steve's life, romantic or not. Maybe she will be the third. After Nat/Steve.
Also the Cap/Nat bond in TWS will continue in CW and IW so Nat/Cap won't die in CW. Joe said that their relationship is pivotal and they share
two of the most endearing scenes to him in CW

of the most", not like they said there are only two endearing scenes in the movie. And I'm sure, other will be Stucky, because they already said multiple times, that SteveBucky relationship is the heart of the movie.
It is high time to understand that Russos are far more invested in Steve/Nat than Staron, no matter which is platonic and which is romantic. Chemistry is just right there.
