One problem I have. Is this all in Arkham? I mean why would Joker be in some other prison? Makes more sense to have it in Arkham.

Prisoner transfers are not uncommon, especially if The Wall is making the request that Arkham's star inmate be remanded to Belle Reeve. As far as we know this movie may not spend one moment in Gotham. Quinn could be along for the ride as an accomplis to Joker but not yet turned. She may be part of the deal as a "minder" for Joker, sent with him from Arkham by the staff there as she has the most success working with him as a prisoner, though slowly he's been twisting her mind and views the transfer as a way to escape. There are so many things we don't know that the paths the film could go down are many.
