Sabotage is basically a trial run for Suicide Squad. All the characters in that movie except Sam Worthington and Olivia Williams is a villain. Arnold's character is set up as the hero but the ending doesn't even make him an anti-hero. All of them were straight up villains.
The only anti-hero in Suicide Squad is surprise, surprise.. Deadshot. Will Smith really knows which characters to play. A redeemable villain.
I think the reason most A-list actors are passing on the Rick Flagg Jr. character is it will be a very small throw-away role. Imagine him as the nanny for a group of rambunctious super-powered crew. Also the rumors of the character being a last minute traitor like Arnold in Sabotage leaves a bad taste in the mouth if at all true.
I am guessing that another sympathetic character in the squad might be the Enchantress. If they play June Moon as a reluctant vessel for the Enchantress to take over from time to time like a werewolf, where June remembers the chaos or just witness the aftermath of the Enchantress' rampage. Then she might have willingly surrendered herself to Belle Reve to have the Enchantress removed/exocised. I doubt the Enchantress can be contained without a reference to the Red Room! All just speculation of course.
And magic arrives in the DCCU first!
