See, this just reminds me of the Detective Mode complaints of Arkham Asylum.
Yes, it's true, if you hold that button down, you'll keep moving... Doesn't mean you have to. I don't think I've done that ONCE. Why? Because it has always felt PERFECTLY natural to just let go of the trigger after a webline and then press the trigger again when you want to swing.
This isn't Spider-Man 2, where webswinging is your only way around, nor is the challenge in getting from point A to point B. The challenge is moving through the environment in the coolest and most Spidey like way possible.
If you just want to swing from one of end of the city the other, fine but you're boring anyway. You'd make a terrible Spidey in real life if that is the limit of your imagination. I, on the other hand, will try to move as organically as possible, like I think Spidey would. If the big buildings drop off and there are just a bunch of low rooftops, I'll just sprint, air vent hop and web rush from water tower to water tower, then wallrun up a Sky Scraper, leap of the top and land perfectly on the tip of an antenna.
THAT is Spidey, to me. The organics of the movement. The challenge isn't in being ABLE to move, that should be easy since it's easy for Spidey, the challenge is in timing the Webrush and swings and jumps so you can OWN that playground of a city.
