I think that's less to do with more accurate character design and more to do with the fact that Ruffalo's face looks more Hulkish. He's not really an ugly dude but I still think Norton and Bana were way too 'Hollywood Goodlooking' for Bruce Banner. Ruffalo has a more squat, kinda damaged looking face. Dude looks like he's got demons. He reminds me of every single deadbeat divorced father of all the girls I've ever dated, he just has that quality to him.
So yeah, i just think it's a case that he is much better suited to the part.

So you're telling me this guy creates this adhesive that's better than superglue but rather than getting a patent and making thousands (That was big money back in the 60's I believe.) he turned to a life of crime? It must have been due to all that glue he was sniffing and eating as a kid. 60's villain logic was pretty sketchy back then.
From the 60's yes (the early marvel books had plenty of really cheesy villains). His origin was basically that he invented a versatile glue and rather than make millions selling the patent (a common plot contrivance that Spider-Man still has to this day) decided to use it for crime.
Pete went on to become the Trapster, still ignoring the obvious value of his adhesive compounds, and became a regular in the Frightful Four.

Nah, you could see the shape of Nortons face. Same cheekbone structure and eyes. The model for Hulks face pre-Norton, which has been posted in here recently, looks slightly different. You could definitely see Eric Bana in Ang Lee's Hulk too, with the hair and face shape.
It's a necessary conceit of comic books (and a few Bond villains) we still see today: Spider-Man's web fluid would be worth millions if it were real, yet for decades Pete was struggling to pay his rent (it's only recently they have him making money from his smarts).
And it applies to almost every genius Super Villain. They could make fortunes from their inventions but that wouldn't make for much of story so we have them using them for crime.

I'm pretty sure I've seen footage on the DVD extras or something where we see the animator tweaking the face to Norton's proportions.
