True, that's why I'm always saying a fight with him and Hulk can go either way or stalemate. It's a 50/50 to me. But the point being made here is that Thor is above (not equal to) Hulk in Marvel's heirarchy and I don't think that's the case.

Well almost every website that has their "most powerful heroes" list always rank Thor significantly higher than Hulk simply because of his versatility.

As a Thor fan I will happily say that Hulk is stronger, but there are just some things you can't accomplish with strength alone. Thor is able to travel through portals, teleport, create barriers, control weather, neutralize gravity, absorb energy, redirect energy, fly faster than light etc.

I think they factor in all of the potential uses of those various powers in their decision, I don't think they're strictly saying "who'd win in a fight".
