I realize that part, as that was somewhat explained in the movie. What I don't understand is how the people in Capitol City don't find the whole practice totally sick.
Besides, wouldn't it be just as effective and more entertaining to choose young adults (18 to 21 year olds)?
But what's the point? It's like when WWE/WWF wrestling programs used to show an hour of squash jobs between Superstars and Jobbers. Gets really dull really quick.
The part about the districts gaining food & favor for winning should have been included in the movie. There was a vague mention of winning "wealth and glory", but little elaboration on that part. And there was no mention at all of Districts 1 & 2 supporting Capitol City.
While they did make it clear in the movie that anyone could volunteer to take another's place, they also say that Districts 1 & 2 do so EVERY year (and then only after having studied martial and survival skills from the age of 5). That not only gives them a training advantage, but also a garanteed size and strength advantage over younger sacrifices. Why don't other Districts get the same advantage? Sure, the older kids can volunteer in other districts too, but they still lack years of training.
That part should have been made more clear in the movie. As I said before, they made a vague mention of the winners gaining "wealth and glory". But then they mentioned that the kids would be "living in luxury while they're in Capitol City, but only temporarily".
And are the rest of the winners families exempt from participating in future draws? Seems to me, that would be a major motivating factor for the participants. Especially those with younger siblings.

A source tells us at that the top three names being bantered about right now are Armie Hammer, Taylor Kitsch and Garrett Hedlund.
The source also says that a final decision from the studio may be announced as early as this week.
However, another source says the studio may also be looking at unknowns à la Brad Pitt in Thelma & Louise.
Filming is scheduled to begin in the fall with Francis Lawrence taking over the directing reigns from Gary Ross.
Catching Fire will be released on Nov. 22, 2013.
All three actors come with star status. Hammer will next be seen playing the title role in the Lone Ranger flick opposite Johnny Depp as Tonto. Tron Legacy's Hedlund was also a big Cannes Film Festival headline with the premiere of On The Road with Kristen Stewart and Kirsten Dunst while Kitsch can currently be seen in Battleship.
Reps for the three did not comment.
A Lionsgate rep said, "As with the first film, we won't be confirming, denying or commenting on any casting rumors for this title. We will announce news wide when there is official casting news to announce."
Some people like him because they liked his performance on the Friday Night Lights. I understand people rooting for actors they like and wishing them a great career, I mean god knows I rooted on Chris Evans and I'm happy that he is finally getting his due.Yeah what exactly is kitchs draw at this point? Don't even get me started on the extremely untalented Pettyfer...That should have never happened.He's the Alex Pettyfer of this year. They kept pushing him into big movies that failed. The biggest issues is that he needed a few more supporting movies roles in order to boost his popularity. Instead he went straight to the lead big budgeted blockbusters. That was the same problem Hedlund had and that's why Tron Legacy struggled at the box office. They need to build his starpower up like Jeremy Renner had his built up.

I agree with your point though. Hollywood is trying to push actors into the big leagues in an unnatural way and are being bitten in the ass by doing it. Those actors need to pay their dues before they lead 200mil pictures.
What horrible choices. It's like they purposefully sought out my 3 least-favorite "It Boys" in Hollywood right now. Pettyfer would have made The 4. I hope it falls through with all of them, because I can't even choose a "lesser of the evils" here, lol.
