I think recasting would be fine here. I mean why would people want to carry on with something they didn't enjoy or even omit the character altogether when you can at least try and correct what went wrong?
The writing is the major problem. That is what primarily made Leto an awful Joker. Sure his acting was weak, but I blame that partly on Ayer's crap direction. We know Leto is a good actor. He can be a good Joker with a total revamp of the design and writing wise.
