If Richard bites it at the end of the second film, he still has to be that great guy all the way through as he was in Returns. He essentially was Superman without the powers in the film and he needs to repeat that in the sequel.

It will be meaningful if they play their cards right. Superman and Lois have to come together at the end. It can't be just as easy as Lois choosing Superman over Richard. It has to be more. A sacrifice would be fine but he can't be seen as a jealous or bad guy in the film. He has to be just as loving and just as caring as he was in the first.

Probably they are discussing the reduction of the budget. So they can't confirm it yet.

And the question is now how do you downsize the budget for a sequel thats expected to be 10 times better than the first in terms of action and drama?

Why would Singer be at Comi-Con if the sequel isn't a foregone conclusion? When he says they're still working out the deal, that means the deal is pretty much close to being done....it's just a question of budget. Both parties obviously want to come back (Singer and WB) but the money will be the last obstacles as well as other possible stipulations....
