I disagree. I've never liked the shorter cape on Superman, or anyone else really. Shorter capes have always looked silly to me. It's borderline acceptable for female characters but often looks foolish on them as well. I'm not a huge fan of Quietly's work in general, but he had a GREAT angle on Clark/Superman and really thought out all of the characters involved.
I'll accept that. To me I don't think of the cape as needing to be long, it's to me just a visual flourish added to the character to help show mood. Much like long hair is usually drawn as almost a character of it's own, or The Tick's antennae.
I will say that I hate Captain Marvel's cape. How it drapes over one side, the detailing along the edge, it's short length (way too short IMO, could have been a jacket).
I will say that it's Frank's take on Clark that won me over. I didnt like his lines, they never seem very straight or confident, if you look close at every line it's kinda wavering which I never liked in any other artist. His work has grown on me though. But for me I like a strong, very straight line like Kirby, Toth, Timm, Cooke, etc.
