Man, I wish they would have made Oldman's hair kinda look like that. I thought the shorter brush cut in Begins kinda gave him that look. But it doesn't matter because the longer hair in TDK/TDKR is very Year One and other other comics.
 
There are some inconsistencies with Gordo's hair in TDK, and in this scene it's kinda like the above pic...

No. Oldman regularly carries a firearm in public in order to protect his mustache from being bombarded by fangirls.
 
Is it just Oldman's aging or does anyone else think they are making Gordon look a good deal older and even a little chubby in this movie? Partly it is the choice of costuming. He just doesn't look as young and fit as he did in the other films and even the character's wardrobe seems to have changed to accentuate that. I'm starting to think we'll get a lot longer of a time gap between TDK and TDKR than between BB and TDK.

Possibly, but they also seem to have made quite a few deliberate choices to age/fatten the character. For instance, Oldman's longer hair, the bushier stash, the new glasses, his wardrobe (eg. the sweater vest). It all gives the impression of an older, rundown Commissioner Gordon.
