I think that that is people making some pretty big leaps. They're doing Ra's and the LOA, and Isabel is this mysterious women, so people are jumping to the "Isabel is Talia" scenario with nothing to really back it up. Personally, I seriously doubt that the show will do that. Really, the ONLY reason why this idea is being thrown around is because Nolan did it in TDKR with Marion Cotillard, and this show tends to borrow ideas and concepts from those movies. However, I don't think that Isabel is Talia for two main reasons:What's with the Talia deal? Are you joking or do you really think they are gonna have her be Talia?

1. Isabel Rochev is an established GA villain from the comics.
2. That would be ripping off Nolan TOO blatantly. The show tends to borrow ideas/concepts, but then do their own thing with them. Making Isabel Talia would be a straight up ripoff, down the whole "Talia sleeps with the hero before trying to kill him."
I dunno they ripped off Nolan with the whole blowing up the glades with the earthquake machine thing. Merlyn was doing Ra's bidding just like he wanted Wayne to do.
I don't think they said he was doing this at the behest of Ra's. He might have gotten the idea from him, but I think Merlyn was doing this on his own.
