So let's take a step back and look at it from Sasha's POV:
-She's literally been one of the most over of the Four Horsewomen regardless of her usage or not.
-She consistently does media work for the WWE going any and everywhere they ask her to. She's in commercials for WWE and other things. She's a cross media star that the WWE never uses.
-Every time she's been given the title, she's lost it within a month in her first defense. Literally every time. Meanwhile, Charlotte has been given multiple title reigns/defenses and is continually put in the title hunt/women's main event. Even Bayley got to retain her title against Charlotte. Sasha's pushes are stalled over and over again. Becky Lynch has had similar issues, but look at what the WWE has done for her since. She's been passed over again and again for Charlotte, Alexa Bliss, Bayley, Rhonda Rousey and now Becky Lynch.
-There have gone months where she's had no program and then they'll turn around and literally have a her job over and over to less over wrestlers.
-Reportedly, the WWE told her they would let her and Bayley get a legit, solid run with the tag title that THEY campaigned to exist and then pulled the rug on them at Wrestlemania for the frickin' Iconics.
Saying "why doesn't she do what Becky did" is funny because for all fans lamenting about her, still got to be the initial Smackdown Women's Champ and held the title for at least a few PPVs. Then when her program with Charlotte started the WWE actually used their brains and listened to fans and Becky got a substantial push. Sasha's pushes got killed over and over again.
The only real legitimate argument of those points is her Title Reigns being short. I'm not really sure why that's happened but a few more title defenses would have made sense, why put the title on anyone to just take it off them almost immediately? Though given she lost to Charlotte a couple times it was to eventually get Charlotte the record for most Title reigns.
The rest is just natural ebbs and flows of being in one company that has quite a bit of talent, not every week is going to be your week, not every Month is your Month, and not every year is your year. You have to look deeper into why that list of girls "passed her up". Alexa was THE top female heel, eventually you need to put the belt on a heel and make the babyfaces chase it, she's great on the mic, she's great promotionally on talk shows, meet & greets, live events etc. and despite not being the greatest wrestler ever (far from the worst) she's entertaining in the ring. Right place, right time. Bayley was just as over, if not more over than Sasha, she deserved her run too, it was her time, she's been in the same boat as Sasha for just as long since her Raw Championship. Ronda is Ronda, she's a marketable, mainstream star, she took over the headlines for the entire Women's Division because of places like ESPN, Sports Illustrated, etc. Becky became the most over wrestler in the entire company bar none, it was her time. As CM Punk said in his famous podcast interview after he quit WWE, "Last year was MY year, I should have Main Evented Wrestlemania, this year is Daniel Bryan's year, it's his time". And they all have had/will have down periods too, that's just how it goes.
Let's not pretend like Sasha hasn't been put in big spots time and time again. She was in the first Women's Hell in a Cell which was also the Main Event of a PPV, she was in the first Women's Elimination Chamber, she was in the first Women's Royal Rumble (tossing out legend Trish Stratus, which I'm sure every current star wishes they could have gotten that spot), first Women's match in Abu Dabi (OK, bit of a throwaway but still, they could have chosen someone else), she's a 4-Time Women's Champion, and one half of 1st Women's Tag Team Champions. Only Charlotte of the current females has a better resume.
And here's the nasty truth about Charlotte. She's the best Women's Wrestler of All-Time, she's a better in-ring wrestler than her Father ever was (Yeah, I said it), and she's at the top of her game right now, she's better than ever on the mic, her in ring intensity is up a notch and she's the legit best female wrestler on the roster. And I'm not even a fan of Charlotte. End of the day, yes, being a Flair helps her, being a legacy helps her, being blonde with big fake boobs might help her, but she's earned it by being the consistent best performer of the Women's Division for years now.
And here's the thing no one is mentioning, look at Sasha's resume, look at the big spots she's been in, well, barring injury, she's only half way through her career and she already arguably has a TOP 5 Women's resume. She hasn't been held back nearly as much as people want to make it out. 90% of the All-Time list of female roster wrestlers would kill to have half of that resume as their retirement achievements.
