Physically transform. I'm not crazy about the idea, but come on...the original movie will be 10 years old when this comes out. They need to do something different, to distinguish it. If they are reusing Goblin as a villain, I don't see a choice but to transform him.
Or you could have the Goblin already working in the shadows, no confrontation with spidey (untill a later movie) and build on Norman.

That design is too cartoonish and silly looking. He doesn't look like a threat at all. Just like someone who would annoy you to death. He looks more like a Sponge Bob character than a Spider-Man villain, even though the story that design was used was great.I like Ramos' Goblin design from A Death in the Family (Return of the Goblin). I think the Semi-armored costumed look would work well despite Ramos' cartoony style. Make it kinda tattered and realistic and it could come off great.

Actually, I think I might agree. I have this action figure and it seems like the same costume more or less and it would look pretty cool in real life.

A literal interpretation of that would look stupid on screen. That is great for a cartoon...for live action......no.
Goblin doesn't have to appear in this film. If they are planning a trilogy it would make more sense to have GG appear in a sequel and have the plot build up to him. Batman Begins did it with the Joker and the Sherlock Holmes film did it with Moriarty.
