The first problem with a decisive victor with 2 popular characters like Thor and Hulk is you are bound to upset fans. If Thor wins then Hulk fans are going to be angry, and if Hulk wins Thor fans are going to be angry. These characters have fought many times in the comics and most times without a decisive victor, because they are pretty evenly matched.
The 2nd problem is Comic Books and Comic Book Movies are all about providing a world of creativity and imagination. If you make one of these characters the champion then it removes peoples ability to speculate, which in itself is a creative and imaginative process, that is inherent to Comic Books.
I mean I don't think I would want to know all the answers, because part of the fun is speculating on it.
What is the upper limits to that characters strength?
Who would win in a battle?
Who is faster?
Who is the most skilled warrior?
To me it is questions like these, with Marvel's thousands of characters that keep fans debating with one another constantly and it helps create hype and fans wanting more.
