I'm glad to see him using the accent again. It felt really awkward hearing an American accent come out of his mouth on Smallville...
He and Alexis Denisof both. Joss Whedon apparently had a good eye for finding actors who can fake really excellent accents.
I think he's another rogue Time Agent or whatever Jack's title was. I don't even remember it now. He's just Captain Jack.
I'm waiting for the revelation that Jack and Marsters' character had sex at least once, myself. I want to think there's someone in the universe Jack hasn't boned or wanted to bone, but I don't think RTD would let that happen.

That's because Brits have no standards and would sell their own mum just to make a few pounds so they could buy cheap child slaves.
Oddly enough, I think it's simply a question of priorities. For example, sexual content and language tend to be treated leniently but portrayal of violence (specifically when relating to guns) is controlled more tightly than in the U.S.
Is that sort of thing really universal in British television, though? Well I am trying to think of things that have been on UK TV that have been risky....but none spring to mind. Maybe to me it's not really risky anymore.

its not universal, however because are laws are more lenient in the UK than in most countries we do get quite a few programs like it here is a short list
