Zemo heading Hydra with Crossbones and Batroc as henchmen.

I'd have Crossbones be the primary villain, working for an evil organization like a Hydra sect or even the Serpent Society. Any organization running counter to SHIELD will do.

I would have Crossbones be the big badass modern villain who loves the way the world is now. He loves the cynicism... the corruption... the greed... the warring. He's not even particularly loyal to the organization he is working for (even though we get hints that he is very loyal to a shadowy behind-the-scenes player). He's mostly doing what he likes best to get ahead in the world: violence against the weak to profit the strong (namely, himself).

He's the complete antithesis of everything Cap (and the America of yester-years) stands for. The villain would stand for more of the culture shock as Cap adjusts to the modern world and make Cap question whether he can fit into this time.

Who is Winter Soldier, what powers does he have?

He's Bucky. Everyone thought he died but he was captured and trained by the Russians as an Assassin.

Heres a brief entry:

"After the plane explodes, General Vasily Karpov and the crew of a Russian patrol submarine find Bucky's cold-preserved body, minus one arm. Bucky is revived in Moscow, but suffers brain damage with amnesia as a result of the explosion. Scientists attach a bionic arm, upgrading it every time technology improves.
Programmed to be a Soviet assassin for Department X, under the code name the Winter Soldier, he is sent on covert wetworks missions, i.e. missions involving assassination, becoming increasingly ruthless and efficient as he kills in the name of the state. While a Soviet agent, he also has a brief relationship with The Black Widow. The Winter Soldier is kept in a cryogenic stasis when not on missions, and as a result has aged only a few years to a young adult since the closing days of World War II. In 1968"

The name Winter Soldier sucks, but the bio is interesting.

Winter Soldier is a cool (pun) name, and very apt. It refers to Thomas Paine's famous quote about "summer soldiers and sunshine patriots" back during the American Revolution who would fight only as long as it looked like their side was winning, and the work was easy enough; but true "winter soldiers" stay and fight even through the hard winters and the bad times, like the loyal few at Valley Forge.

Plus, Winter Soldier has a double meaning, by referring to the fact that Bucky was kept "on ice."

Isn't Baron Zemo just a Red Skull type character, but with a glue gun?

Isn't the Reaper a guy with a missing arm and has a scythe for a prosthetic arm?Maybe they should just combine Bucky/Winter Soldier and The Reaper as one character.Could be better.

Arn't you just a fan boy who makes opinions without knowing much about the characters?

some absolutely horrible ideas...

Seriously. Bucky is awesome as Bucky. Mechanical arm and all. I know Misty Knight had one first but man am I a sucker for mechanical armed characters.

Isn't that bit like saying Two-Face is character similar to Joker, but with a coin?

Baron Zemo is German and deformed, but that's about it in terms of similarities with the Red Skull, at least with Helmut Zemo. Heinrich Zemo was similar to Red Skull in terms of personality, but Helmut Zemo is different in term s of personality, Helmut isn't a Nazi, didn't fight in WWII and has more sympathetic goals then Red Skull does.

Helmut Zemo would make a good villain, because they could make him Heinrich's grand son in the movies, having a villain who is connected to Cap's past who isn't a another man out of time.

Cap could have killed Heinrich Zemo during the war and when Cap is revived in the present, Helmut could be targeting Cap. Also there could be mystery about who the villain is, with Helmut not revealed as the villain right away, that could add some suspense and intrigue.

on the other nand they could see it a a lame composite

Lotsa great sugestions. I too firmly believe Winter Soldier is the way to go. They need to explain why Bucky was on the table in Zola's lab. Speaking of Zola, I want him back too since one of my only problems with the movie is that he just disappears at the start of the third act.

So yeah. Proper badass Zola as the main villain with Bucky as the secondary "drama" villain.

MODOK is better than Zola.

Zola has been set up in the first movie though and MODOK hasn't. It would be easier to write a movie around Zola then MODOK. Plus wouldn't MODOK work better in Iron Man movie?

I don't think Zola (or MODOK, for that matter) is menacing enough to carry the film by himself. In either his wimpy Indiana Jones evil scientist persona, or the laughably freakish android getup. Zemo, on the other hand, has a cool mask, even if the rest of his character is pretty lame (great swordsman plus glue gun....okay).

Cinematically, I think the best bet for Cap 2 would be to combine the Serpent Squad and a HYDRA revival, and set Von Strucker and Viper at the head of it....Viper would provide some nice sex appeal, and god knows that Steve gets flustered every time he sees a woman, so she could seduce the hell out of him easily enough. Maybe even combine Zemo and Von Strucker's character, so that Zemo heads up the new-improved HYDRA instead of the stereotypical monocled German mastermind.

to be honest... the only combining of characters for cap that'd sorta work, would be MODOK/Zola (to be honest if we ever got MODOK on film... he'd either end up looking like The Supreme Intelligence or the Zola robot. I don't see them putting his comic accurate look in.

another posibility i could see is Zemo and Strucker. But it would be more controversial amongst fans... but it'd make far more sense than Winter Soldier and Reaper... which makes absolutely no sense at all.

I could see Zemo combining/replacing Von Strucker. As head of HYDRA, that is. If you give the HYDRA revival to Zemo (which makes perfect sense), then Von Strucker and his Colonel Klink monocle are no longer needed here, thankyouverymuch

This reminds me. I'd love to see how Cap would deal with the idea of a female villain, far less for hitting a woman.
