In the Raymond Benson books bond fights The Union they are much like SPECTRE.

i think the best way to go is to make the books into movie and stop making up things, that is what killed that last ones. The books, Raymond Benson in particular, are some of the best bond storys i have read out side of Ian Fleming's.

these are all great books that would work for movies and are better then rehashing the old movies plots. if i wanted that i would rent never said never again, and Die Another Day.
