A "First Class" film was on the cards for a long time, likely to be set in the 80's with the kids introduced in Origins. When Singer and Vaughn came on-board the project was altered, moved to the '60s and incorporated ideas from the Origins: Magneto film that was due to follow Wolverine. The First Class we know is a bit of a frankenstein monster.
The only 2 that ever seemed to be moving were Wolverine and Magneto. I recall Storm's name coming up, but nothing substantial ever came of it. There were writers working on that original "First Class". I think we did better with what we got, in the end.
First Class in many ways is the worst thing to happen to this universe's continuity. It trampled on a ton of established facts in the series. All Fox ever seemed to have was plans though, at least when Singer returned he brought some talent along with him.
The Wolverine and DOFP did build on X3, and to some degree added some emotional weight to it. Doesn't make that film any better though.
