I still think that simply trying to find “realistic” ways to translate what are ultimately just Freeze gimmicks, like the ice cannon, is the wrong direction to go.
Every time I read attempts, I find that the character's identity is completely lost: a serial killer who puts people in refrigerators? Nah...
This is kind of going the Arthur Fleck direction, and I say that appreciating Joker... You get the point, it's just a way too lose/superficial of an adaptation, especially to work within a larger universe.
I'd already suggested it in an old post, but I think presenting the Fries as a couple of scientists who have contracted a rare disease would be an interesting direction.
All it takes is a bit of pseudo-scientific talk to explain that the process can only be slowed down by experimental body-cooling techniques, and we could have Victor Fries fighting against the clock to try to save/avenge his wife, who's more affected and comatose/cryogenized.
This would retain the character's dramatic core, something for the audience to truly grasp on, while allowing the more cosmetic element of cold to be integrated organically and in a “plausible” way.
Also, I maintain that Reeves' universe, independently of his declaration, possesses a visual stylization that can only facilitate the incursion of a bit of fantastic and strong iconisation.
Like cited above, I believe a steampunk-ish Anton Chigurh, but with a touching mission, kind of tie to all of this and could work...
Actually, I think the whole thing might even have worked with Nolan.
It's just a classic sci-fi approach : taking existing things, and allowing a few liberties and theoretical blurbs to smoothly take things to the next level.
