I have a strong suspicion Ford himself may be one of the reasons Spielberg is hesitant to recast. I think Harrison still really feels attached to that role in a way he wasn't/isn't even to Han Solo. I believe he didn't even want to be in Return of the Jedi.

I remember every couple years after The Crystal Skull Harrison talking about wanting to do one more at least before he was way too old.

Out of loyalty to Ford he probably doesn't want to recast and maybe feels bad for how his last outing turned out for Ford.
 
If they have a new protagonist why does that person have to be related to Indiana Jones?
It makes more sense if you're going to do an Indiana Jones movie to at least have the protagonist named after the original character. It would allow them to keep the title and theme mostly intact but also allow it to adapt to whoever the new "Indiana" is.
