Well, both Peter and Max start out as outcasts. Peter chooses to do the responsible thing and become a hero. Max takes everything personally, and, well, becomes the villain. IDK, I think the chip is just used to control his power. Based on what Foxx has said, Electro does want revenge for what has happened to him.We still don't know if Max actually makes that decision. The chip on his head could play a bigger role than we think. Maybe that's how Spidey defeats him, he finds a way for Max to regain control. Max feels so bad that he turns himself in. When the Sinister 6 assemble, they find a way to get the chip back onto his head.
