It's been mentioned many times. Nolan and Goyer even wrote the introduction for the Absolute edition of The Long Halloween, where they mentioned how much of a basis it was for BB, and how much they were going to use it for TDK.
Also, I Believe in Harvey Dent is a quote straight out of TLH.

I'm not saying it'll be the exact same plot, because we obviously wont have the Holiday killer and whatnot, but it'll have a humongous influence. The trio of Batman, Dent, and Gordon working to take down a killer terrorizing Gotham. Not to mention having the same tone, where it's more of a gritty detective/crime story than a flashy superhero film. See the similarities?

I dont like that idea, I just want it to show the wayne manor already builtI believe Mr. Sushi was the first to bring up the fact that Bruce once lived in a penthouse in some earlier Batman comics - an idea he suggested may lead Nolan to use as inspiration for a home away from manner for our playboy billionaire.

That also gives us some indication of time range between BB and TDK
Terminology. One could argue those mean the same thing. The point is, the basis of the story, which is the trio going after organized crime while dealing with a lone killer, is the same as the basis for The Long Halloween.
The original point stands. It seems quite likely this story could take place over a long period of time, because it would take time to develop the relationships between these characters. Not just from the audience perspective, but the characters. It would make a lot more sense to Batman and Joker to build up this hatred if they've only been going at it for a couple of weeks. It'll be much more interesting if it's been months to a year of Batman trying to stop the Joker.

You just put words in his mouth. He said before that they are basing it AROUND TLH. Which means taking elements from the story and adding them to their own. He never said they were basing it ON TLH.
