That's the only problem with a long bestial snout, that it definitely can't speak as clearly as with a humanoid mouth.
Still, I'm pretty sure it can be worked out. That raptor face looks like it could mimic how we mostly speak.
Take "WARM BLOOD", for example. If you observe how our mouths shape when we say that, you can imagine it is definitely possible on a raptor face as well. Vowels shouldn't be a problem as long as you give it a voice. "W" takes a simple shape with our mouth that I can imagine on a raptor's, "M" is just a closed-mouth sound, "L" is simply our tongue and the upper part of our mouth making the sound, "D" is the same as "L" except we create that "D" sound compression when we make air molecules collide or something like that.
Hope I didn't sound too long-winded, but you can see its plausibility. The only issue could be that we (or just I) haven't seen a bestial face trying to realistically speak like humans (except for Pixar), so it may look wrong or weird at first, and may or may not get used to it. But then again, it may not have a problem at all.
