Well in all fairness i hear Joker is often a serial killer, so i could see him starting out in a more casual look, and then when hes on top of the mob pile, he begins to wear all of these elaborate suits. An evolution would be cool.
Well, to play devil's advocate on one of those points, he did use lipstick in THE DARK KNIGHT RETURNS, and fans often regard that as a sacred cow of sorts (I personally find the comic to be highly overrated, and it features one of my least-favorite takes on the Joker, mainly because I feel the Joker is reinvented to the point where he's almost the Joker in name only).Rynan said:The Joker is not a punk. That's pretty untrue. Visually, the Joker has been moderately consistent (though there's definitely been variation throughout the years), but in terms of personality, he's definitely had distinct incarnations.There is one definative version of The Joker. You just blind yourself to it.

I think an evolution in the Joker's look throughout the film could be interesting, though, and I certainly wouldn't be against it.

He wears a suit, usually an elegant one. This indicates he has a class and taste(for a homicidal sociopath). Your suggestion for The Joker's apperance goes against all of this. He is just some punk in white make-up, not fit lick The Joker's spats.
