I see what you're saying, but I disagree with Spidey having a larger role.
This was first and foremost a Cap film. The biggest arcs should've just been reserved for Cap, followed by Buck and Tony, since they are at the center of the conflict.
Spidey was a nice treat that served to further expand that there are more "enhanced" out there.
In order for Spidey to have had an expanded role, I feel like that would've involved connecting him more personally to the main conflict.
Panther got that with his father.
I'd have hated to see them shoe horn something like uncle Ben dying in that explosion or during the battle of New York.
For this film, in my personal estimation and to the rest of audience's audible delight, we've got just the right amount of Spidey in there.
Definitely not just a paltry cameo.
