I don't know how relevant it is, but in the comics the police officially deny Batman's existance and initially classed him as a vigilante worth arresting.I don't understand. In recent interview with Gary Oldman, he says that police is trying to arrest Batman. How is this possible? In end of Batman Begins, police have a Bat-signal on their roof. How can police work with Batman, if they're trying to arrest him?
The Batsignal was claimed to be a piece of police propaganda, to strike fear into the criminals, and is only allowed to be touched by civilian employees (ie the Commissioner's secretary).
It was originally the mayor's idea, after he discovered Gordon was using it from the roof without the police's permission.
From the movie point of view, I think Batman is still a rumoured vigilante, and Gordon doesn't have permission to have the signal on the roof. Obviously when they discover it's coming from their roof, they order him to stop encouraging the Dark Knight and remove it.
