Because they want to branch out with the properties. A Silver Surfer solo film makes perfect sense and technically isn't a spin-off because the Surfer has always been his own character. Wolverine is also one that makes perfect sense to make a solo film out of. X-Force also works as a solo film. Most of the stuff you listed there aren't spin-offs. It's like saying all the individual Marvel films are spin-offs of Avengers.
There's no point in sticking to just FF and X-Men when those don't even begin to scratch the surface of the properties they have to possibly exploit.
Technically Silver Surfer would have been a spin-off movie to Fantastic Four since Silver surfer first appeared in FF2. And all of those films I listed are spin-offs. A lot of movie websites listed them as spin-offs. It doesn't matter if they have a long history in the comics.
And MCU is different to X-Men, MCU has at least four series right now. They have a separate series for Iron Man, Captain America, Thor and The Avengers. With X-Men, its either films with the original cast or prequels/spin-offs. If MCU have a movie for War Machine, I would consider that as Iron Man spin-off, if they have a movie for Loki, I would consider that as Thor spin-off, if they have a movie for Black Widow, I would consider that as Avengers spin-off.
