Yeah, this is what makes the show so great in how you age with it. As a kid I didn't care for this episode, so forgettable. Where's Joker? Where's Penguin? What, just some gangsters and this old guy, pft. LAME! Now when I watch it is powerful. It shows a caring, compassionate Batman who could have just kicked this guy's ass. But no, he wants Valestra to notice the problems here and accept defeat more or less. Batman even calls on Father Valestra who wants to give up on him, but Batman states "I don't believe you'd give up on anyone Father." Powerful words, and fair to say Batman feels the same way too. If anything Batman wasn't the hero of this story, instead Thorne's rival was, so as his brother.
 
It wasn't Valestra in that episode. You're thinking of Sal Valestra, the wheezing chain smoking old man gangster in Mask of the Phantasm. The gangster in that episode was Arnie Stromwell.

No it wasn't weak. Far from it. One of the best Penguin episodes.

Not only was it weak, not to mention an insult to Penguin's character, it's probably the worst episode of the show. Batman was useless as he was unconscious for most of the episode. Penguin was made to look like a bumbling fool by being outwitted by two children driving the Batmobile. Even the 60's TV show never went that stupid. Then the kids go all Home Alone on Penguin and his goons at the end. It was an embarrassing farce of a story.

The only positive in it is Penguin's killer vulture, it was genuinely creepy and menacing. The episode was truly terrible. Penguin deserved much better than that for his intro into the show. Even the great Bruce Timm can't stand this episode;

"I can't even watch that show. It's the epitome of what we don't want to do with Batman. The script came in and it was terrible. Normally, I tell the director to do what he can to make it interesting, and nobody could figure out a way to make it interesting. The storyboard artists didn't care, and it shows."

I had the Cat and The Claw on VHS as it was released as a movie here, really good story IMO.
