Hmmm, interesting. Particularly your thoughts on Leonard. IMO, he's easily in the discussion. Outside of his last two fights, when he was clearly past his prime, the only person to beat him at his best was Duran, and we all know how that ended in the 2nd fight. I think he was unquestionably the best fighter of his decade, and that's nothing to sneeze at when you have to tussle with Duran and Hearns. And even Hagler which was, admittedly, a close fight that could've went the other way, he still got in there and got it done.
For me, it's a short list. Ray Robinson, Ali, Chavez, Mayweather & Leonard, in pretty much that order...

). Foreman was undoubtably the hardest puncher of the group you mentioned and was a one punch knockout artist. Frazier and Norton not so much. Don't get me wrong, both could punch, but they (esp Frazier) just kept coming at you and wore you down until you were dust.
