Really? If anything the 8 year gap would have been a great way to make Gordon mostly grey. His hair color doesn't look much different at all here.

I dunno. I personally think his hair looked a lot darker in Begins and TDK. Oldman's hair in the spy photos we have remind me of my parents hair when they started going grey. They didn't get obvious streaks. It just looked like the colour of their hair was getting lighter/duller. That's what Oldman looks like to me, but I could be wrong and it might just be the lighting in the spy photos. As we know, film is colour corrected, so this could be a moot point.
Nevertheless, I still think Oldman's look overall gives the impression of Gordon being a good deal older and in general pretty worn down. His suits used to have a bit more athletic cut to them that highlighted that he is skinny and in good shape. The new wardrobe is baggy (see his new overcoat) and seems designed more for comfort (eg. the sweater vest). Oldman's weight gain and looser skin go a long way to selling this. His face looks haggard like it should. His face seemed a lot tighter in the past films (see above). Also, the longer hair contributes to experienced look. It makes it seem like he doesn't have the time or the energy for haircuts or upkeep. He's let himself go a little.
Call me crazy, but I think there is a pretty distinct shift from young, go-getter Lt./Captain Gordon (eg. Year One or the Long Halloween) to iconic grizzled old Commissioner Gordon. I'm loving it!
