I would have to disagree with Mr Dent, about Scarlet Witch and Quicksilver gaining there powers through experimentation.

In the Post Credit scene,
Von Strucker says something along the lines, this is no longer the age of spy's or superheroes, this is the age of Miracles.

To me it sounds like they are something extraordinary, an anomaly... To me the post credit just hints at many different possibilities

In the post credits scene it states SPECIFICALLY that the twins have been experimented on and are the only subjects to survive the experiment, and it's implied through camera work that Loki's scepter is involved in/the catalyst of the experiment.

Really, it's ridiculous that people who haven't seen this are trying to argue with me about this and claim I'm wrong when I've seen and heard the damn scene with my own eyes and ears. What you're talking about is only one part of the scene and you're taking it out of context. They didn't get their powers out of thin air.

When mentioned in the same breath as Scarlet Witch and Quicksilver, it obviously means they're going to be in the post credit scene, so even despite putting the rest of it in spoilers, people have already given it away what it is. :doh:

It was hard for me to make out subtle colors since the theatre turned the lights on during the credits like *******s, but I don't think there were any real colors, maybe there was a reddish hue that I couldn't make out but I doubt it.

are Scarlet's powers mutant based or magic based?

In the comics, its varies. In the movie? I'll be shocked if she has actual spellcasting, as opposed to some kind of not!mutant genetics based powers.

Imagine an after credits sequence for Avengers 2 where Fury approaches Wanda and asks her how she's coping with her powers and then introduces someone who might be able to help her with controlling them.

Enter Stephen Strange.
 
It makes much more sense that they already have powers. Loki's scepter never demonstrated ANY ability to actually give people powers. If it did, then Hawkeye and Selvig should have powers now. What it DID do was control people's minds. It seems more likely that Strucker is using the scepter to control QS and SW's minds and bend them to his will. The "experiments" could simply be trying to understand where their powers came from, not to actually GIVE them powers.

Yeah well you're conveniantly forgetting the fact that

There's a freaking hole in people's brains introduced post-Avengers that "upgrades" DNA when tapped into. Clearly that is something the scepter can exploit, especially since Selvig said the staff/Tesseract showed him knowledge and truth or some **** like that. It's hardly out of the realm of possibility that the staff, which is powered by the Tesseract, couldn't fool with people's minds and open up new evolutions in them just because Loki didn't use it to in Avengers. He wanted to control people, not give them powers. Strucker is specifically using the staff to experiment on people, Loki did not do that.

And you're really trying to make something out of nothing with that idea. There's literally nothing to suggest what you're saying, and everything said in the conversation points to the twins being experimented on resulting in powers. "They're the only ones to survive the experiment" and then their powers are immediately shown while the camera also focuses on Loki's staff. I mean it's pretty freaking clear cut what's meant. Like really, I don't understand why it's so hard to accept they won't be born with powers in this. I'm not even trying to make you see it my way or like it, just stop trying to deny what is obvious and the truth.

A better question to ask is WHY the twins are the only ones to survive the experiment and think about the fact them being twins and surviving isn't a coincidence. It's possible that something in their specific genes allows them to be able to develop powers without dying like other super soldier experiments. Same with the test subjects that survive Extremis, and probably related to why Bruce was able to survive a bombardment of gamma rays, and probably why Steve and Bucky could handle the SS serum. That's as close as you're going to get to what you want, and seems far more likely to me.

First of all, knock off the attitude. Just because someone has a different theory as to what might be going on doesn't give you the right to act like a condescending a**hole. I wasn't berating your idea at all, just giving an alternative one. There's no need to jump down my throat, so back the Hell off. I'm basing my theory off of what has been CONFIRMED to exist in the MCU so far. You, on the other hand, are basing yours off of what you thing MIGHT exist in the MCU. As of yet, we have ZERO direct evidence to indicate that the brain-slot thing has ANY connection to their powers, or that the scepter can do what you're suggesting. If it's later confirmed that either of those are in fact the case, then I'll adjust my opinion accordingly. But until then, stop being a freaking jerk. It only makes you look bad, got it! Also, "the experiment" could mean any number of things beyond actually GIVING them powers. I'm not the one that's trying to make something out of nothing, I'm going by what we KNOW has happened already. YOU are the one who's speculating.

It could be like Scorch from Agents of Shield where he was born with powers and the only experiment run on him INCREASED his powers

This would only work if you don't mind her usage in Avengers 2 not making any sense. Which is to say, having her somehow gain spellcasting from the same genetics that give her brother superspeed? Not so much.
