No Scarlet Witch and Dr. Strange are not related. As for whose Superior? I'd imagine Doctor Strange experience and abilities wise but Scarlet Witch raw power wise. In the House of M storyline if memeory serves correct she altered the fabric of reality itself and changed everything to where mutants were the dominant species...I think.
